Home ownership in Singapore may sound daunting for first-timers, but a smooth transaction is possible even if you do it on your own. Compared to other countries with convoluted procedures and documentation, the Housing & Development Board (HDB) has a straightforward process that is mostly done online. This allows home buyers and sellers to complete transactions remotely, a boon in an era of safe distancing.

How long does it take to buy an HDB resale flat?

Not that long, thanks to the streamlined and user-friendly HDB Resale Portal. The whole process of buying an HDB resale flat can take anywhere from 12 to 15 weeks, depending on how quickly you can choose the flat you want and negotiate with the seller.

HDB Resale Procedure: Buyer’s Timeline

Timeline Steps
Day 1 Step 1: Register your Intent to Buy on the HDB Resale Portal.

  • You need to activate your SingPass to access the portal.
  • The Intent to Buy registration is valid for 12 months.
Within 3 weeks of Registering Intent to Buy Step 2: Determine your budget and apply for financing.

Weeks 1-2 Step 3: Source and contact potential sellers.

  • Set filters on the Ohmyhome app based on your requirements.
  • Set viewing appointments.
  • Do the property viewing (physical or remote/video tour).
  • Negotiate with the seller.
Week 2 Step 4: Make an offer.

  • Make an offer for the unit and propose an option fee to the seller.
  • Once the offer is accepted, the seller will grant you the Option to Purchase (OTP)
  • Pay the option fee ranging from $1 to $1,000.
The day after the Option Date as stated in the OTP Step 5: Submit a Request for Value.

  • Request for Value of the flat from HDB the next working day after the Option Date as stated in the OTP granted by the seller. You can do this online using the Resale Portal.
  • The home valuation results will be out in 5-7 working days.
Within 21 days of being granted by the seller Step 6: Exercise the OTP.

  • Exercise the OTP within the prescribed period.
  • Pay the exercise fee not greater than $5,000 (inclusive of the option fee).
Within the mutually agreed date of submission with the seller* Step 7: Submit the Resale Application.

  • Both the seller and buyer will submit their Resale Application via the HDB Resale Portal with supporting documents.
  • *Important: Once the first part of the Resale Application has been submitted, the second party needs to submit their part within seven (7) calendar days. Otherwise, the application will lapse and you will need to restart the process.
Within 1 month after the Resale Application has been submitted Step 8: Endorse HDB documents and pay the conveyancing fees.

  • HDB will notify you to endorse your supporting documents on the Resale Portal.
  • Confirm the financial plan and withdraw the CPF monies.
  • Secure Home Protection Scheme (HPS) health declaration, if applicable.
  • Pay the administrative fee online.
  • You will get a notification via SMS or email when the HDB Approval Letter is posted on the portal. The completion date will also be confirmed by HDB.
  • Pay the conveyancing fees if you’ve engaged HDB to act for you. If you’ve hired a private lawyer, you need to pay their legal fees before the completion appointment.
1 to 3 days before the Completion Appointment Step 9: Inspect the flat.

  • Schedule a final inspection of the flat.
  • Check the property for vacant possession and possible defects.
Within 8-10 weeks of HDB’s Acceptance of the Resale Application Step 10: Attend the Completion Appointment.

  • Attend the Completion Appointment at the HDB Hub in person. The seller is also required to do this.
  • Prepare the cashier’s order for any balance payment of the purchase price.
  • Purchase HDB fire insurance if you are taking an HDB loan for the purchase.
  • Sign the mortgage document (if taking on an HDB Loan).
  • Get the letter of confirmation for the transfer of ownership.
  • The seller is required to hand over the keys of the flat on the completion date.
